VA Loan Eligibility Requirements in DC, Maryland, and Virginia: Who Qualifies and How to Verify

VA loans offer 0% down and no monthly mortgage insurance for eligible service members, veterans, and surviving spouses. Here's exactly who qualifies in 2026, how to get your Certificate of Eligibility, and what lenders look for.

VA loans are the most powerful mortgage product available for eligible borrowers โ€” no down payment required, no monthly mortgage insurance, and consistently competitive rates even on higher loan amounts. But eligibility isn't automatic. You have to meet specific service requirements, obtain a Certificate of Eligibility, and satisfy the lender's credit and income standards on top of the VA's own guidelines. Here's the complete picture for buyers in DC, Maryland, and Virginia.

Who Qualifies for a VA Loan

VA loan eligibility is tied to military service or a qualifying relationship to a service member. The four main groups who qualify:

  • Active-duty service members โ€” currently serving in the Army, Navy, Marine Corps, Air Force, Space Force, or Coast Guard
  • Veterans โ€” honorably discharged from any branch of the U.S. military
  • National Guard and Reserve members โ€” with qualifying service history (see requirements below)
  • Surviving spouses โ€” of service members who died in the line of duty or from a service-connected disability, who have not remarried (with limited exceptions)

Minimum Service Requirements

Meeting one of the categories above isn't enough โ€” you must also meet minimum service length requirements. These vary depending on when and how you served:

Service TypeMinimum Requirement
Active duty (any wartime period)90 continuous days
Active duty (peacetime)181 continuous days
Active duty (currently serving)90 continuous days during current period
National Guard / Reserves6 years of service, OR 90+ days on federal orders (Title 10 or Title 32)
National Guard (post-August 1990)90 days active duty under federal (Title 10) orders
Surviving spouseVA eligibility of the deceased; spouse not remarried (with limited exceptions)

Discharge character matters significantly. An honorable or under-honorable-conditions discharge preserves VA eligibility. A dishonorable discharge eliminates it. Other-than-honorable or bad-conduct discharges fall in a gray zone โ€” the VA reviews these individually, and a discharge upgrade through the Discharge Review Board is sometimes possible and worth pursuing.

Certificate of Eligibility โ€” What It Is and How to Get It

The Certificate of Eligibility (COE) is a document from the VA confirming your eligibility and showing your available entitlement โ€” the amount the VA guarantees. Lenders require the COE before approving a VA loan. Three ways to get it:

  1. 1Through your lender โ€” most approved VA lenders can pull your COE instantly through the VA's Automated Certificate of Eligibility (ACE) system. We do this as part of the pre-approval process at no cost.
  2. 2Through VA.gov โ€” apply online using your DS Logon or ID.me account. Typically available immediately for most veterans with a DD-214 on file.
  3. 3By mail โ€” submit VA Form 26-1880 with supporting documents (DD-214 for veterans; Statement of Service for active duty; NGB Form 22 for National Guard). Processing takes several weeks.

The VA does not set a minimum credit score for VA loans. The score requirement is set by the individual lender. At United Mortgage Plus, we can approve VA loans with scores as low as 500 โ€” well below the floor most banks set. If you've been told your credit disqualifies you from a VA loan, get a second opinion.

How VA Entitlement Works in the DMV

Entitlement is the VA's guarantee to the lender โ€” not a loan limit. Since the 2020 Blue Water Navy Act, veterans with full entitlement can borrow without a down payment at any loan amount with no loan cap. In high-cost areas like DC, Montgomery County, and Arlington County โ€” where 2026 conforming loan limits are $1,149,825 โ€” this is a significant benefit: a veteran can buy a $900,000 home with zero down.

You have full entitlement if this is your first VA loan, or if a previous VA loan has been fully paid off and entitlement restored. If you have a remaining VA loan balance (an active VA mortgage elsewhere), you may have partial entitlement, which can require a down payment on the portion above the county loan limit. A loan officer can calculate your remaining entitlement from the COE.

Credit and Income Requirements

The VA doesn't impose a DTI cap or income floor, but it does require that borrowers meet a residual income standard โ€” the amount of money remaining each month after all major expenses. This is designed to ensure the borrower can actually manage the mortgage alongside day-to-day living costs. In the Mid-Atlantic, where costs of living are high, residual income minimums are among the highest of any VA region:

Family SizeRequired Residual Income (Mid-Atlantic)
1 person$441/month
2 people$738/month
3 people$889/month
4 people$1,003/month
5 people$1,062/month
Each additional person+$80/month

The VA also benchmarks DTI at 41%, though loans above this threshold approve regularly when residual income is comfortably exceeded. We've closed VA loans with DTIs above 50% for buyers with strong residual income and reserves.

VA Funding Fee in 2026

VA loans don't require monthly mortgage insurance, but most borrowers pay a one-time VA funding fee at closing. It can be rolled into the loan amount. The rate depends on down payment and whether this is your first time using VA benefits:

Use of VA BenefitDown PaymentFunding Fee
First useLess than 5%2.15%
First use5.00% to 9.99%1.50%
First use10% or more1.25%
Subsequent useLess than 5%3.30%
Subsequent use5.00% to 9.99%1.50%
Subsequent use10% or more1.25%

Veterans with a VA-rated service-connected disability of 10% or higher are fully exempt from the funding fee โ€” a meaningful savings on larger loans. Surviving spouses of veterans who died in service or from a service-connected disability are also exempt.

Property Requirements for VA Loans

The property must meet VA Minimum Property Requirements (MPRs), confirmed through a VA appraisal. The most commonly flagged items in DC, Maryland, and Virginia are:

  • Missing smoke and carbon monoxide detectors โ€” required in all three jurisdictions by local code and by VA; easily resolved before closing
  • Loose or missing railings on stairs, decks, or balconies
  • Peeling or chipping paint in homes built before 1978 (lead paint concern)
  • Active pest infestations โ€” termite inspections are required for VA loans in DC, Maryland, and Virginia
  • Roof damage or evidence of active water intrusion

Most MPR issues can be resolved through seller-paid repairs, closing credits, or a repair escrow arranged before closing. They rarely kill a VA transaction when both sides are working in good faith.

Using a VA Loan in DC, Maryland, and Virginia

The DMV is one of the highest-volume VA loan markets in the country โ€” Joint Base Andrews, Fort Meade, the Pentagon, Quantico, Naval Station Norfolk, and multiple other installations all draw active-duty buyers and veterans. Local appraisers, title companies, and most experienced real estate agents know the VA process well.

One point worth knowing: VA offers are competitive in this market. The perception that VA loans are risky for sellers has largely faded among experienced agents and listing teams. VA loans close as reliably as conventional when the buyer is prepared and the lender handles the appraisal and coordination properly.

Bottom Line

If you've served and you're buying a home in DC, Maryland, or Virginia, the VA loan is almost certainly the best financing option available to you. The benefit is earned โ€” it should be used. The first step is confirming your eligibility, which takes minutes. Most buyers who don't realize they qualify have either not served enough time in their own estimation (often incorrect) or assumed their credit score disqualifies them (rarely the case with an experienced VA lender). Start with a pre-approval call and let us pull your COE. If you're eligible, we'll tell you immediately.
