VA Cash-Out Refinance Maryland and Virginia: Access Your Home Equity as a Veteran

The VA cash-out refinance lets eligible veterans tap home equity for debt consolidation, home improvements, or other needs โ€” even on a non-VA loan. Here's how it works in Maryland and Virginia.

Home values across Maryland and Virginia have appreciated significantly in recent years, and veterans who purchased or refinanced during that period may be sitting on substantial equity. The VA cash-out refinance is one of the most flexible tools available for accessing that equity โ€” and it comes with terms that no conventional cash-out product can match. Unlike the VA IRRRL (streamline refinance), the VA cash-out requires full underwriting. But what you get in return is the ability to borrow up to 100% of your home's appraised value in most cases, at VA loan rates, with no private mortgage insurance.

What Is the VA Cash-Out Refinance?

A VA cash-out refinance replaces your existing mortgage โ€” whether it is a VA loan, FHA loan, conventional loan, or any other mortgage โ€” with a new VA-backed loan at a higher balance than you currently owe. The difference between your new loan amount and your old payoff is disbursed to you in cash at closing. You can use those funds for home improvements, debt consolidation, education expenses, emergency reserves, or any other purpose โ€” the VA places no restrictions on how you spend the cash.

This is an important distinction from the VA IRRRL: the streamline refinance can only be used on an existing VA loan, cannot produce cash, and does not require an appraisal. The cash-out refinance can be used on any loan type, produces cash at closing, and requires a full appraisal to establish the current value of the property.

VA Cash-Out Refinance Requirements in Maryland and Virginia

To qualify for a VA cash-out refinance, you must meet the same eligibility requirements as a VA purchase loan. Service requirements for the VA's Certificate of Eligibility (COE) include 90 consecutive days of active service during wartime, 181 days during peacetime, six years in the National Guard or Reserves, or surviving spouse status under qualifying conditions. The property must be your primary residence. If you currently have a non-VA mortgage, you will need to obtain a new Certificate of Eligibility โ€” your lender can typically pull this electronically.

  • VA eligibility (COE) โ€” servicemember, veteran, or qualifying surviving spouse
  • Property must be primary residence โ€” investment properties and second homes are not eligible
  • Credit score: typically 620 minimum, though lender overlays vary
  • Debt-to-income ratio: typically 41% guideline, with exceptions allowed with strong compensating factors
  • Full income documentation โ€” W-2s, pay stubs, or alternative documentation for self-employed veterans
  • Full appraisal โ€” the new loan amount cannot exceed the appraised value of the property
  • Net tangible benefit โ€” if you are refinancing a VA loan, lenders must document that the new loan provides a material benefit to the borrower

How Much Equity Can You Access?

The VA does not set a maximum loan-to-value ratio for the cash-out program at the program level โ€” the VA will guarantee loans up to 100% LTV. However, individual lenders may set their own caps. Most VA lenders will originate cash-out refinances up to 90% LTV, and some approve up to 100% on strong profiles. The practical ceiling is the appraised value of your home, minus the funding fee if financed (which increases your loan balance slightly).

Example: A veteran in Bethesda, Maryland has a home appraised at $600,000 and a current mortgage balance of $380,000. At 90% LTV, the new VA loan can be up to $540,000. After paying off the current $380,000 balance and financing the VA funding fee ($540,000 ร— 2.15% = $11,610 for first-time cash-out use), the veteran would receive approximately $148,390 at closing. The exact figure depends on closing costs, which can also be rolled into the new loan.

You do not need a current VA loan to use the VA cash-out refinance. If you have an FHA, conventional, or any other mortgage on your primary residence, the VA cash-out can pay it off and replace it with a VA loan โ€” giving you access to VA rates, no PMI, and the ability to pull cash from your equity. This is one of the most underused benefits available to veterans who purchased with non-VA financing.

The VA Funding Fee on a Cash-Out Refinance

The VA funding fee on a cash-out refinance is higher than on the IRRRL or a purchase loan. For a first-time cash-out use, the fee is 2.15% of the loan amount. For subsequent use, it is 3.3%. This fee can be financed into the loan โ€” you do not have to pay it out of pocket at closing. Veterans with a service-connected disability rating of 10% or higher are exempt from the funding fee entirely, as are surviving spouses of veterans who died in service or from a service-connected disability.

Common Uses for VA Cash-Out Proceeds in Maryland and Virginia

  • Home renovations โ€” kitchen remodel, basement finish, roof replacement, HVAC, or accessibility modifications
  • High-interest debt consolidation โ€” paying off credit cards, personal loans, or auto loans to reduce monthly obligations
  • Education expenses โ€” tuition, certification costs, or professional development
  • Emergency reserve โ€” building a cash cushion after a period of financial stress
  • Down payment on an investment property โ€” using equity in a primary residence to fund an investment purchase
  • VA loan conversion โ€” replacing an FHA or conventional loan with a VA loan to eliminate mortgage insurance and potentially lower the rate

How Long Does a VA Cash-Out Refinance Take?

A VA cash-out refinance typically closes in 30โ€“45 days. Unlike the IRRRL, it requires a full appraisal, which adds 1โ€“2 weeks to the timeline depending on appraiser availability in your market. Income documentation and credit review add additional processing time relative to the streamline program. Maryland and Virginia markets have active appraisal pipelines, but scheduling can extend the timeline in high-demand periods. At United Mortgage Plus, our top VA lenders offer underwriting turn times of one to two business days on VA cash-out files once documentation is complete โ€” the appraisal is typically the longest single variable.

Is the VA Cash-Out Refinance Right for You?

The VA cash-out refinance makes the most sense when two conditions are met: you have meaningful equity to access, and the purpose of the cash justifies the cost of refinancing. If you are rolling out of a high-rate FHA loan or conventional loan into a VA loan, you may lower your rate at the same time as you pull cash โ€” making the refinance cost-effective on both dimensions. If your current VA rate is already competitive and you are refinancing solely to pull cash, model the break-even carefully: a higher rate or funding fee on a large loan balance may take years to recover.

For Maryland and Virginia veterans with significant equity and a clear use for the funds โ€” particularly those currently paying FHA MIP or conventional PMI โ€” the VA cash-out is often the most cost-effective path to accessing that equity.

Bottom Line

The VA cash-out refinance is one of the most powerful financial tools available to veterans โ€” access to equity at VA rates, no PMI, and the ability to replace any existing loan type, not just VA loans. For Maryland and Virginia homeowners who have built equity over the past several years, it is worth a detailed analysis.
